EXECUTIVE SUMMARY

In February 2006, the New Jersey Department of Environmental Protection updated and adopted a new Statewide Solid Waste Management Plan.

The State plan provides the framework for all levels of government to fulfill their responsibilities under the Solid Waste Management Act.

Pursuant to the Act, New Jersey's twenty-one counties, have the responsibility for developing solid waste management plans consistent with the State's goals and objectives. One year after adoption of the State Plan, each county is required to update, adopt and submit to the NJDEP their Solid Waste Management Plan. The plan update must demonstrate consistency with the State Plan. Revised plan updates include, but are not limited to, the following components:

  • Designation by County government to supervise the implementation of the district plan;
  • Inventory of the quantity of waste generated within the County;
  • Inventory of all solid waste and recycling facilities;
  • Solid Waste Disposal Strategy;
  • Procedure for processing applications for inclusion of solid waste and recycling facilities in the plan;
  • Strategy to meet the State's recycling goal of 50%;
  • List of mandated recyclable materials;
  • List of entities providing for collection, processing and marketing services;
  • Community outreach program outlining generators' responsibilities;
  • Comprehensive enforcement program; and
  • Adoption of a county-wide uniform municipal recycling ordinance.

The Board of Chosen Freeholders designated the Hudson County Improvement Authority as the entity responsible for the development and implementation of the County's Solid Waste Management Plan. On behalf of the County of Hudson, the Hudson County Improvement Authority has updated the County's Solid Waste Management Plan. The updated plan provides the framework for the collection, transportation and disposal of all solid waste and recyclable materials generated.
