Level 2 Environmental Review

New Jersey Water Bank Program

The Hudson County Improvement Authority (the “Authority”) held a Public Hearing on the proposed Project at on July 29, 2021. Due to the ongoing COVID-19 emergency pursuant to Executive Order 103, and as amended by Executive Order 244, the meeting was held online through ZoomGov Virtual Meeting Service.

The New Jersey Department of Environmental Protection (“NJDEP”) previously reviewed the documentation for the proposed Koppers Peninsula Infrastructure Project, NJDEP Project #S340094-02, and determined that this Project warrants a Level 2 Environmental Review in order to qualify for financing under the New Jersey Water Bank Program.

The proposed water quality improvement Project at the Koppers Koke Peninsula in the Town of Kearny, Hudson County, will provide critical infrastructure improvements as part of the design and construction of a 10,000 linear ft. access road incorporating stormwater management facilities, and certain water supply and sanitary sewage conveyance facilities essential to the redevelopment of brownfields which comprise the Peninsula. The costs of the Project proposed to be funded through the Program are estimated to be approximately $51,000,000.00, subject to a determination of program eligibility by NJDEP.
